Ingredients
- 2 1/2 cups all-purpose flour
- 1/2 cup granulated sugar
- 1 tablespoon baking powder

Instructions
- Preheat oven to 400°F (200°C) and line a baking sheet with parchment paper.
- In a large bowl, whisk together flour, granulated sugar, baking powder, and salt.
- Grate the frozen butter into the flour mixture using a box grater, then toss to coat and work in with your fingers until crumbly.
- Gently fold in the blueberries and lemon zest, being careful not to crush the berries.
- In a separate bowl, whisk together heavy cream, egg, vanilla extract, and lemon juice.
- Pour the wet ingredients into the dry ingredients and stir gently just until a shaggy dough forms.
- Turn the dough onto a floured surface and pat into an 8-inch circle about 1 inch thick.
- Cut into 8 wedges and place on the prepared baking sheet, spacing them apart.
- Brush the tops with a little extra heavy cream and sprinkle with sugar if desired.
- Bake for 18-20 minutes, until golden brown and a toothpick inserted comes out clean.
