- 1 ¾ cups AP flour
- 2 tablespoons granulated sugar
- 1¼ teaspoons baking powder
- ¼ teaspoon baking soda
- ½ teaspoon salt
- 6 tablespoons butter
- ½ cup buttermilk
- 3 Mandarin oranges
- 1 cup powdered sugar
- 1 teaspoon mandarin orange zest
- 1–2 tablespoons orange juice (Or, use another mandarin for the juice)
